On September 21-22, 2023, the VI International Forum of Lawyers and Economists “Modern Problems of Law and Economics” was held at the Kutafin Moscow State Law University (MSAL).
The main topic of the forum is Problems of trust in law in the context of internationalization and international cooperation.
For the sixth time, the international forum brought together leading experts in law and economic regulation on one venue. Following the forum, practical recommendations and proposals for improving legislation and legal practice on the main areas of the panel discussions will be worked out. Among the forum speakers are leading experts from Armenia, Belarus, Brazil, Burundi, India, Italy, Cameroon, China, Nicaragua, Russia, Slovakia, and Tajikistan.
During two days of the VI International Forum of Lawyers and Economists “Modern Problems of Law and Economics”, experts and speakers considered more than 300 issues concerning modern aspects of international law and economics, international humanitarian law, prospects for the development of the digital economy, modern aspects of competition law, energy law, convergence of law and economics and many others.
The forum was co-organized by the Moscow regional branch of the Association of Lawyers of Russia.

The moderator of the plenary session “The role of the international legal community in the formation of a new environment of trust” was Maria EGOROVA, Doctor of Law, Professor of the Department of Competition Law at the Kutafin Moscow State Law University (MSAL), Chairman of the Commission on International Affairs and Scientific Cooperation and Director of the International Scientific and Educational Center for Comparative Law of the Moscow Regional Branch of Association of Lawyers of Russia, member of the Russian International Affairs Council (RIAC), expert of the Russian Academy of Sciences (RAN).
The plenary session was welcomed by the the first vice-rector of the Kutafin Moscow State Law University (MSAL), Doctor of Law, Professor, Honored Lawyer of the Russian Federation Inna ERSHOVA:
“Trust in law is a relationship between people that is built on mutual confidence and fidelity. Trust is the basis of all social institutions, and this is the component without which these institutions will not work.”
The participants were also greeted by the Vice-Rector for Research Activities of the Kutafin Moscow State Law University (MSAL), Doctor of Law, Professor, Honored Scientist of the Russian Federation Vladimir SINYUKOV:
“The forum today fulfills the main task of uniting true adherents of science and representatives of civil society from different countries. It is very important that we maintain faith in common values, which will receive more detailed specification at the Forum!”
The Chairman of the State Duma Committee on Science and Higher Education, Professor, Honored Lawyer of the Russian Federation Sergei KABYSHEV spoke at the plenary session of the forum:
“The crisis of world order being experienced today is associated with the concept of unipolarity, based on destructive ideas about the superiority of one state over others. Such a concept cannot ensure mutual confidence and trust in each other. However, it is impossible to stop the natural process of movement towards peace and justice. You and I must develop a scientific basis for effective interaction and partnership among members of the international community, the indisputable unity of the destiny of mankind. It is trust that is important to define as the basis of a new world order.”
In his welcoming speech at the plenary meeting, the President of the Eurasian Patent Office of the Eurasian Patent Organization, Honored Lawyer of the Russian Federation Grigory IVLIEV noted the relevance of the Forum’s stated topic, briefly outlining the most current changes in the field of intellectual property and the economy as a whole. For example, the transfer of many legally significant actions to the digital environment, which requires both new information protection standards and appropriate legal regulation. He emphasized that traditional legal institutions can retain the functions of regulators of the modern economy, but nevertheless, he outlined the need for a prompt legal response to the changing economic reality. In particular, among such measures the President of the EAPO named the need to create a regional system of trademark protection, which is needed today not only by large businesses, but also by small businesses or private persons, since the opportunity to sell their goods or offer services at the regional level, thanks to digital platforms, is now available to both of them.
“The lack of a mechanism for protecting trademarks at the regional level is a real barrier to the Eurasian countries business.” The speaker also noted that “The legal response to modern economic challenges should be prompt, but strictly justified. We should use existing legal tools to respond to modern challenges national and regional economies face.’ - the expert said.
The First Deputy Secretary General - Head of the General Secretariat of the Eurasian Peoples' Assembly, member of Presidential Council for Interethnic Relations, Doctor of Political Science Svetlana SMIRNOVA addressed the participants of the plenary meeting:
“The Eurasian Peoples’ Assembly has the motto: “From people’s trust to the trust of economies”. Without trust it is impossible to build a joint business, strengthen business and economic cooperation... Our task is to form generations on spiritual and moral principles. I urge all of us to carry the flag of peace, goodness and justice and only by being responsible and moral people we will be able to build our beloved, decent world.”

At the end of the traditional plenary session, the main theme of next year’s forum was announced. Main theme 2024: “The Concept of the Modern World Order: New Directions for Legal and Economic Regulation”.
The two days of the forum included 15 panel discussions in the format of conferences, round tables, as well as a youth platform in the format of a project session, organized by the Center for Ensuring the Rights of Youth in the Digital Space of MSAL.
The forum's panel discussions were devoted to current issues in various branches of law and economics. At the forum, joint platforms of the Kutafin Moscow State Law University (MSAL) and the Federal University of Rio de Janeiro (Brazil), Chinese University of Political Science and Law (CUPL) (China), Manipal University, Jaipur (India), Friedrich II University of Naples (Italy). In the context of digitalization and the political and socio-economic transformations taking place under its influence, humanity faces many challenges and issues of not only economic, but also ethical, legal, sociocultural and philosophical nature. The most important among them are the issues of interaction between culture and law acting, on the one hand, in unity and, on the other, having certain contradictions. The collective monograph examines modern problems and trends in the development of legal culture and legal consciousness, the formation of new ethics and the protection of human rights in the context of digitalization, etc. The book is intended for teachers, researchers and practitioners, government officials, students, undergraduates, graduate students, as well as for everyone who is interested in the problems and development directions of modern legal science.
