Representatives of the two countries - the People's Republic of China and the Russian Federation - discussed the experience of cooperation between organizations in culture, the creation of joint documentary projects and the possibility of implementing the “One Belt, One Road” initiative.

The Memorandum, signed on November 6 in Sochi, is based on agreements to strengthen creative and constructive interaction between the People's Republic of China and the Russian Federation with the aim of further developing strategic partnership in culture, cinema and television; implementation of a joint initiative “to create a Russian-Chinese documentary “Heroes of Victory” in order to preserve the common memory of the joint struggle of peoples during the Second World War.”

The agreement cemented the decision of the parties to establish the International Chinese-Russian Academy of Film and Television in Chongqing. The main task is to promote the development of Russian and Chinese cinema and television art; creating high-quality content for film and television; increasing the level of influence of Russian and Chinese art in the international arena. The document contains a clause on the organization of a scenario laboratory within the Academy’s activities.
