On April 5, 2024, the O.E. Kutafin University (MSAL) hosted the International Scientific and Practical Conference “Legal regime of foreign investments in strategic sectors of the economy in a multipolar world: trends and prospects” within the XI Moscow Legal Forum.

The organizers of the dialogue platform were: O.E. Kutafin (MSAL) University, International Scientific and Educational Center for Comparative Law of the Moscow Regional Branch of the Russian Bar Association. The International Union of Non-Governmental Organizations "Eurasian Peoples' Assembly" became a partner of the event. The conference was also supported by: the Lawyer Publishing Group, the Association of Russian Diplomats, the Institute of Scientific Information for Social Sciences of the Russian Academy of Sciences.

In the context of rapidly changing international relations, the world economic and legal systems are undergoing transformation: fundamentally new legal instruments of confrontation, such as sanctions, are being introduced, while at the same time traditional and even basic principles of a market economy are being destroyed, primarily the right of property and the instruments of its legal protection. More acute questions arise about the need to preserve state sovereignty and control over national and foreign investments in industries that are strategically important for the development of the national economy and security.

At the same time, economic development is impossible without attracting investments, and therefore Russia faces the task of developing the stock market and mechanisms for non-bank financing of investment projects, especially in areas of strategic importance for the economy. This raises questions about finding new legal mechanisms for attracting foreign investment from friendly countries and protecting them. The Russian and foreign scientific community faces the task of developing conceptual approaches to the formation of a legal framework for encouraging and protecting foreign investment, especially within the framework of interstate associations.

The conference is a form for finding a solution to the specified problem. The discussion was attended by practicing lawyers from Russia (Moscow, St. Petersburg, Kazan, Voronezh, Yekaterinburg, Novgorod) and foreign countries (Brazil, Italy, China, India and the Republic of Belarus).
