National Engineering Academy of the Republic of Kazakhstan Held a Videoconference Dedicated to the Day of Science. Business Kazakhstan

On April 12, 2020, the National Engineering Academy of the Republic of Kazakhstan (NEA RK) held an online conference “Science and Higher Education: in Search of Answers to the Challenge of the Global Epidemiological Crisis”.The conference was dedicated to the Day of Science.

It was held on a Zoom platform. Foreign scientists, Chairmen of the departments and branches of the NEA RK, members of the NEA RK, President of JSC “Science Fund” A.A. Orsariev, researchers, academics, doctoral students, undergraduates, students, representatives of business structures took part in the conference.

Chairman of the conference, President of the National Engineering Academy of Kazakhstan, Deputy of the Senate of Parliament of Kazakhstan, academician B. T. Zhumagulov made opening remarks.

He welcomed participants of the video conference; spoke about the problems of a pandemic sweeping the world. He called on everyone to show self-control and will to overcome the common misfortune in these days when the coronavirus pandemic has engulfed the entire planet.

He focused on the key points of the address “When we are united – we are invincible” of the First President of the Republic of Kazakhstan – Elbasy Nursultan Abishevich Nazarbayev” to compatriots.  He stressed that now the world's leading scientific centers are mobilized to create a vaccine against COVID-19. They use the full potential of modern scientific achievements and technical means.

The members of the NEA RK received this appeal with enthusiasm.

Taking into account the importance and relevance of objectives and being aimed at maximizing the coordination of joint actions, the NEA of RK held a meeting of the Presidium in the remote mode.

The scientists and engineers, who are involved in this area, have been given clear instructions. Members of the Academy consider it their duty to be engaged in research aimed at fighting the pandemic. They established a scientific response group.

Science, with its enormous capabilities for in-depth analysis of problems and development of system solutions, is in the vanguard. Even now, everyone is waiting impatiently for science to say its greater say.

Opening remarks on the conference topics of the President of the NEA RK, Deputy of Senate of Parliament of RK, academician B. T. Zhumagulov aroused a great interest of the participants.

Vice-President of National Engineering Academy of Kazakhstan, Doctor of Physico-mathematical Sciences, Professor, academician of NEA RK N. M. Temirbekov made a report “Mathematical Models to Predict the Development of a New Coronavirus COVID-19”.

He focused on a brief history of mathematical models of epidemiology. He reported that W. Ming made the prediction of the development of a new COVID-19 on basis of a simulation (01.2020); and a mathematical model of the spread of COVID-19 coronavirus from the source of infection to a person in Wuhan province consisting of 14 equations was compiled by T. Chen (01.2020).

Recent works that consider the spread of COVID-19 coronavirus in the regions of the Russian Federation as an inverse problem, belong to corresponding member of the Russian Academy of Sciences, Doctor of Physical and Mathematical Sciences S. I. Kabanikhin and his students.

In Kazakhstan, numerical modeling of the spread of COVID-19 coronavirus is carried out by corresponding member of the NEA of the Republic of Kazakhstan, Doctor of Physical and Mathematical Sciences, Professor Bektemesov M. A. and his students.

The results of the calculations show that the key factors are infection parameters between infected and susceptible populations, infection parameters between asymptomatic and susceptible populations, and the rate of recovery of infected cases. The strength of the infection will not increase if the first two parameters are reduced and the third one is increased. It follows that the introduction of strict quarantine measures will reduce the parameters of infection; effective treatment will increase the speed of recovery, which is inversely proportional to the time of treatment.

The next report was made by the Head of the Department of Al-Farabi Kazakh National University, President of the Korean scientific-technical society “KAKHAK”, Doctor of Chemistry, academician of NEA RK, Mun G. A. “On the Formation of Integrated Scientific and Technical Program to counter Epidemiological Crisis and its Consequences for the Economy”. The proposed scientific and technical program (STP) consists of three blocks and is focused on very relevant areas to counteract the spread of coronavirus. This STP aroused a great interest of the Chairman of JSC “Science Foundation” Orsariev A. A., Chairman of the Department “Ecology” of NEA RK, academician G. A. Medieva, Director of IMMash after academician U. A. Dzholdasbekov, academician A. K. Tuleshov, Chairman of the Astana branch of the NEA RK Zhusipbekov A. Zh. and others.

Natalia Belenko, Doctor of Historical Sciences, candidate of Psychological Sciences, Head of the Department for International Economic Cooperation of the Eurasian Peoples’ Assembly (Moscow, Russia), spoke on the topic “Economic Cooperation of the EEU Countries in the Context of the Epidemiological Crisis of 2020”.

The problems of transition to mass distance higher education were raised by Doctor in Chemistry, candidate of Physical and Mathematical Sciences, academician of the National Research Institute of Kazakhstan, Suleimenov I. E. (Almaty). This issue aroused great interest among all participants of the video conference; it was decided to continue the discussion in a different format. Interested participants exchanged email addresses.

The results of the video conference were summed up. All the participants noted the relevance of the research. The materials of the videoconference will be published in the scientific journal of the Scientific and Technical society "Kakhak" and in the next issue of the bulletin “Vestnik NEA RK”.
