The Eurasian Peoples' Assembly took part in events dedicated to the urban environment and the integrated development of cities: the All-Russian Forum "Small Cities and Historical Settlements" and the Forum "Environment for Life".
The forums were organized by the Ministry of Construction of Russia, DOM.RF JSC and the Government of the Nizhny Novgorod Region.
On August 25 and 26, representatives of regions and cities, experts, architects, urbanists exchanged and discussed the best experiences in creating a comfortable urban environment. The main topic was the urban environment: the formation of water-green frames, work with citizens, the latest trends and successful cases in creating a comfortable urban environment.
Leading architects, urbanists, designers, representatives of development institution were among the speakers. Chairman of the Government of the Russian Federation Mikhail Mishustin, Minister of Construction, Housing, and Utilities of Russia Irek Fayzullin, Deputy Minister of Construction, Housing, and Utilities of Russia Maxim Egorov, General Director of JSC DOM.RF Vitaly Mutko attended the forums.
On August 25, Kirill Lysenko, Deputy Chairman of the Council for Informatization and Digital Economy of the Eurasian Peoples' Assembly, took part in the business program dedicated to urban development. He made a presentation on the current topic "Comfortable Urban Environment in the Digital World". He presented the successful experience of implementing a pilot project in the Kaluga region "Automation of the process of accounting and quality of water supply and sanitation systems, creation of a digital monitoring complex for water resources." Among other issues, Kirill Lysenko spoke about the creation of digital twins and the need for digital transformation of the housing and utilities sector.
“We live in a digital world and, at the same time, we want a comfortable urban environment. It is impossible to further create cities without their digital counterparts and modern housing and communal services without online monitoring,” - said Kirill Lysenko.
As part of the events Nizhny Novgorod hosted the final of the All-Russian youth competition of media projects "Urban Intonations". At the pitching session, the best projects were identified that contribute to the development and popularization of the theme of the urban environment, in such areas as urban media, gamification of urban space, visual design, as well as the formation of a comfortable urban environment.
Representatives of almost all constituent entities of Russia gathered at the forum site. The last meeting in such format - of federal agencies, Russian regions, the expert community - was held in 2019. During this time, a huge number of topics and innovations have been accumulated. The discussions in the format of direct dialogue are extremely relevant. They will help to develop new strategies and approaches to the development of urban spaces not only in Russia, but also throughout the world.

The federal project "Formation of a Comfortable Urban Environment" of the national project "Housing and Urban Environment" is conceptually a continuation of the priority project "Formation of a Comfortable Urban Environment", which was implemented in the period 2017–2018. The experience gained over two years formed the basis of the federal project, which started in 2019.
The All-Russian competition for the best projects for creating a comfortable urban environment is part of the federal project "Formation of a Comfortable Urban Environment" launched in 2018. It was launched by Russian President Vladimir Putin at the Forum of Small Cities and Historical Settlements. Municipalities can participate in the competition in two categories - historical settlements and small towns with a population of up to 100 thousand people.
On August 18, 2021, the Eurasian Peoples' Assembly supported by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation established the "Digital Transformation Laboratory". The work of this organization is based on three types of information: statistics, operational information, predictive analytics. ANO "Digital Transformation Laboratory" is a platform where, on the one hand, competencies are combined, and on the other hand, work is carried out at the request of the regions in terms of obtaining objective reliable data models.
